That passage about human authorities is talking about kings and government.
For church leaders to impose extrabiblical legalisms that imply you are not a good Christian if you disobey -- like women can't wear pants or make-up, or you have to attend the pastor's birthday party, or whatever, it's an abuse of their call to shepherd the flock, something the passage in 1 Peter and the whole tone of the NT is against.
Keep in mind we're talking about extrabiblical legalisms. I'm not talking about someone in church who is having an affair and is not repenting. That is rebellion. But that has nothing to do with legalism since the person is violating one of God's commandments.
And these pastors who abuse their power and position are going to have to answer to God for that and God holds them even more accoutable. -
