I agree with you, EG, that it is a form of genocide. According to what I looked up on Wikipedia, your premise would qualify.
Some people on here wouldn't count aborted babies as victims of genocide, either.
Or killing old people. -
Genocide is the mass killing of a group of people as defined by Article 2 of the Convention on the Prevention and Punishment of the Crime of Genocide (CPPCG) as "any of the following acts committed with intent to destroy, in whole or in part, a national, ethnic, racial or religious group, as such: killing members of the group; causing serious bodily or mental harm to members of the group; deliberately inflicting on the group conditions of life, calculated to bring about its physical destruction in whole or in part; imposing measures intended to prevent births within the group; and forcibly transferring children of the group to another group."Killing old people and babies is also not genocide as the killings cross the geno-line; genocide is killing a people.

I was looking at the Classifications under genocide on Wikipedia - if you dig deeper, here is what it shows: (so EG's premise would be at Stage 1, possibly Stage 2, and definitely at Stage 3) It has not advanced to Stage 4, organization. (Snipped content below)
